The basic rate of breathing is controlled by a nucleus in the floor of the fourth ventricle of the brain in the medulla. This nucleus adjusts the breathing rate to keep the pH of the blood constant. However, one can voluntarily control the breathing rate, so that involves the cerebral cortex.
